On 27 February 2019, Talysh scholar, journalist and social and political activist Fakhraddin Aboszoda (Abbasov) was illegally deported from Russia. The unlawfulness of the deportation was later recognised by the Moscow Regional Court in its decision dated 29 April 2019. From 7 September 2018 until 27 February 2019, F. Aboszoda (Abbasov) was detained in a pre-trial detention facility in Kolomna waiting for a decision on an extradition case. On 27 February, the prosecutor’s office issued a decision refusing Azerbaijan to extradite F. Aboszoda, after which he should have been released. However, contrary to the law, he was forcibly expelled from Russia to a country where he was subjected to politically motivated persecution, which directly violated one of the fundamental principles under international law — the principle of non-refoulement.  For the sixth month now, F. Aboszoda (Abbasov) has been in a pre-trial detention facility of the State Security Service of Azerbaijan. His rights are systematically violated there, with his defenders being under pressure.
