                                                                                APPLICATION: 
    On the 13th of December 2019, an opposition blogger of Talysh folk, Elvin Isayev, was illegally deported from Ukraine to the Republic of Azerbaijan.                                                                                                 
  Recall that on the 22th of August 2019, a criminal case was initiated against Elvin Isaev in the Nasimi District Court of Baku for political reasons. Which was investigated in the Investigation Department for Serious Crimes of the General Prosecutor's Office of Azerbaijan. Then by a strange coincidence, the Migration Service of the Russian Federation, of which E. Isayev was a citizen, canceled his passport and made a decision on his deportation to Azerbaijan. However, the European Court of Human Rights, based on law No. 39 of the prohibited the extradition of E. Isayev to Azerbaijan and the blogger was released. Without having a passport and with the fear he used to have of being  re-arrested and being deported. The fact that Ukraine is deporting an oppositionist is grossly violated an international law. E. Isayev is currently in connection with the criminal case brought against him, it has been placed in Detention Center No. 1 of the Baku Prison Service.
